Standing 6’2” tall, weighing about 180 pounds, with sandy blond/brown hair and hazel eyes, Billy is easily recognizable. He has tattoos on his back, right arm, and left arm. Importantly, he does not own a vehicle, which makes his mobility limited and heightens concern for his safety.
