Missing Person Alert: The Search for Billy Justin Rice

With a heavy heart, I share this message. It is with utmost sadness that we announce the ongoing search for Billy Justin Rice, age 38, who has been missing since July 26, 2025. Known to many as Justin or “Carolina”, Billy was last seen leaving Halifax Medical Center in Daytona Beach, Florida. Since that day, his family has not heard from him, a heartbreaking silence that has caused deep worry and anguish.
Billy has always stayed in touch with his loved ones, making his disappearance especially alarming. Standing 6’2” tall, weighing about 180 pounds, with sandy blond/brown hair and hazel eyes, Billy is easily recognizable. He has tattoos on his back, right arm, and left arm. Importantly, he does not own a vehicle, which makes his mobility limited and heightens concern for his safety.
Recent updates suggest possible sightings of Billy near Jay’s Food Store (The J Store) at 600 Ridgewood Avenue in Daytona Beach. Community members in the area are urged to remain alert and report any information that may help locate him.Billy’s family describes him as someone who, despite personal struggles with alcohol and substance issues, has always been deeply connected to those he loves. His absence has left a painful void, and his family continues to pray for his safe return. They ask that the community keep him in their thoughts and assist in spreading awareness.
